A first payment of 4.31p in the £ was paid in May/June 2021.
A second, much smaller payment of 0.65p in the £ is being paid on 14 or 18 January 2022.

Background to the Scheme
This “Scheme of Arrangement” covers borrowers from the ICL brand names, Money Shop, Payday UK and Payday Express, who were given unaffordable loans.
ICL had two million customers, with three big payday lending brands:
- The Money Shop was once Britain’s largest payday lender on the high street. The Money Shop stopped making payday loans in August last year.
- Payday UK and Payday Express were two large online lenders. These both stopped making new loans in October 2017.
In summer 2018, the number of affordability complaints about payday loans increased significantly. Paying refunds on these complaints forced Wonga and Wageday Advance to go under.
In the last half of 2018, ICL received 45,000 complaints. So ICL wqs facing escalating costs and it was closing shops. Now the business is being closed completely because of the cost of these complaints.
A Scheme of Arrangement is a legal device which limits a company’s liability to its creditors. See What is a Scheme? for more details. ICL is using this to limit the amount it has to pay out in refunds on unaffordable lending.
The Scheme was approved by creditors in September and by the Court on 8 October 2019.
4.3% paid in May & June 2021
A claims page was published and all Claims had to be in by April 9 2020.
The Money Shop home page said:
- We have calculated the final dividend amount and you will be receiving 4.31p per £1.
- Where you provided us your bank details we will commence making payments from 24 May 2021.
These payments were made by BACS. People will be paid in batches, once or twice each week through to the end of June:
- We are unable to let you know the exact date of your payment.
- You will receive an email before we make your payment with your calculation and cash payment amount.
- If you did not provide us with bank account details, we have sent you a cheque.
The following details come from the March 2021 Scheme report:
- 182,566 Claims were received;
- the uphold rate was about 85%;
- the total compensation people should have got was c. £340 million – now people will only get a tiny amount of that back;
- it is now too late to submit a Claim.
No tax is deducted from the amount paid so there is nothing to reclaim.
Second, smaller payment to be paid in January 2022
After the first payment ICL was still receiving some money eg from a VAT recovery claim. This is being distributed to customers who had complaints upheld in the Scheme.
This will be 0.65p in the £. That is 0.0065% of the total redress that was calculated in your case.
This second payment will be much smaller than the first. If you got £100 on May 2021, you will get about £15 extra now in January 2022.
Customers were told by email about this on 12 January. The payments will be made on the 14 and 18 of January – your email says which date you should be paid.
Only bank transfers are being made – cheques will not be sent for this.
This second payment will be the final distribution. ICL will be liquidated – the company will no longer exist.
Was your ICL debt sold to PRAC/BW Legal?
Where you still owe ICL a balance on the last loan, this has been “set off” against your refund.
An example:
- you should have had a refund of £2500 and you still owed £1000
- then your balance is cleared, leaving you now being owed a refund of £1500
- you then get 4.3% of the £1500
If your last loan was sold to a debt collector, in most cases ICL has arranged for you to still have this set off.
The exception is if your loan was sold to PRAC/BW Legal. Here you have been left owing the debt to PRAC/BW Legal and were only paid 4.3% on the redress ICL calculated.
PRAC/BW Legal is offering to reduce some customers’ balances, but see No set off in a Scheme/Administration when debt had been sold? for how you can complain and ask them to write off your whole balance.
5% in all – that is a very poor outcome for customers
When the Scheme was proposed in August 2019, it was suggested people might get back nearly 80p in the pound.
My first thought when I saw the 80p in the £ estimate was “and pigs might fly“… see Will the Money Shop really pay 80% of your payday loan refund?
And that has turned out to be spot on…
In September it admitted that:
- it has decided to include all loans over 6 years which may reduce this to c. 44p.
- it has decided to simplify the assessment in favour of the customers, which may further reduce this to 27p.
- if twice as many people apply for a refund, this may go down to 14p.
By February 2020 in the previous quarterly report, the scheme administrators were warning this could be less than 10p.
So about 5% (4.3p + 0.65p) is a dismal outcome for customers.
Why won’t the FSCS help these customers?
The Financial Services Compensation Scheme (FSCS) covered people making PPI claims if their firm had gone bust.
But the FSCS doesn’t cover payday loans. This was a very poor decision by the FCA.
Customers of the Money Shop, Payday UK and Payday Express have been let down badly by the UK regulators. The lenders were allowed to carry on giving loans that breached the affordability rules for years. And now there is no backup compensation scheme for when a lender goes under.

Still heard nothing – BUT, having followed the comments on here I contacted Lending Stream on Thursday of last week – today I got a redress of £1200 that I wasn’t expecting and didn’t know I was owed.
I cannot thank Sara enough, sites like these help us to understand and know our rights in a very confusing world of finance and debt! Money is a hard beast to tame if you’re not very good at it. Fingers crossed all get their ‘refunds’ soon!

I’ve emailed 118 twice, and both times they’ve basically told me to bog off. I think it’s because when I applied for a loan in the first place, I wrote down that I earned more than I did.

Hi Lee, I logged onto lending stream to submit my affordability complaint on the 26th may using a template provided by Sara . They responded by email saying they will look into it within 8 weeks. Today 13 days later I have received email they upheld 38 of my 44 loans and offered me £4000 which I quickly accepted said 3-5working days to go into bank. Just wanted to say a massive thank you to Sara and others on this thread. I am still awaiting my ICL email and redress, not that it’s much. But thanks to the advice I also used the ‘Contact Us’ on Lending Streams site. I submitted it on the 25th May, received an acknowledgment email the same day. This morning I was given an offer of just under £900, which I happily accepted and the money was in my account an hour later, although the email did advise it could be 3-5 working days. All completed in 14 days without having to go back and forward in a string of emails. I had 12 loans in a year timeframe and they upheld 6-12. I’m grateful I got anything but even more so that it was stress free. So thank you.

Can I ask about Morses doorstep lender on here? I submitted a unaffordabilty lending complaint on their website after reading your advice. Yesterday I received a letter saying they cannot locate any account for me even though I supplied full address history and reference numbers. They said in the letter they consider my complaint closed. Is this their ‘get out of jail free’ card and by saying they cannot locate my account they don’t have to do anything further? The last correspondence from them is from 2012. Have I left it too late? Your advice would be appreciated. No email from Money Shop for me yet either by the way although I am disputing a couple of loans they say I owe.

They aren’t the easiest but it’s still worth claiming and then sending the complaint to the Financial Ombudsman if LL reject it. This can take some time but just kick it off now and sit back and let it go through. You know if the repayments to this loan have caused you difficulty so you have ended up having to borrow elsewhere.

Yes! Clearing off debt in your DMP will mean the rest of your DMP gets repaid faster. If your refund is large, then you may also get some cash back. And also any negative marks will be removed from your credit record.
As you can see from other comments, Lending Stream is replying very fast to complaints and many people are getting a refund they are very happy with.
SafetyNet Credit can be one of the easiest lenders to win a complaint against as they could see your bank account so they should have realised you were in difficulty!#

well it’s good if they make you an acceptable offer – but they may make you a poor offer. Safetynet Credit in particular can often be persuaded to imporve their initial offer… and if you get rejected or decide the offer is poor, then send the complaint to the Finacial Ombudsman.

Am I the only one who hasn’t received an email from ICL?
Sara I just discovered that my mother had payday loans with payday express. Looks like they made two further loans to her very shortly after she had defaulted on previous loans. Hard to tell but I think she was still in default when they made a new loan. To me this seems a clear case of unaffordable lending. However she was never contacted about the scheme and I didn’t know she had had the loans. Can we make a claim against the scheme administrators for failing to notify her of the scheme when she was a obvious claimant.

No. The calculation you were shown was a notional calculation. That amount of tax has not been paid. In fact no tax has been paid on the 4.3% amount you are getting so there is nothing to reclaim.

Finally got my email today, didn’t have a clue what my final figure would be as I had a pre-scheme and potential redress figure but they’ve used the potential one.

It was slightly more than my calculation going from the pre-scheme figure so for that I’m happy.
Has anyone had any luck with the PRAC/BW Legal situation? I have emailed them, but nothing back yet and I’m not sure what would happen now Money Shop have emailed my final payout?

I emailed them as I have a outstanding balance of £545. They emailed me back to continue paying them the £10 I am and asked for a list of things to send them
All fairly simple stuff but amongst that they want Proof that particular loan was missold – which I did from the comms I’ve had from ICL
It’s been a week and still waiting. I doubt they’ll refund what I’ve paid but hoping they’ll set the remaining balance aside so I’m not penalised twice!

Many are getting emails because ICL is working through everyone in batches. There is no reason to expect you will not be paid.

So I received my email on Friday lunchtime and the funds are now in my account and cleared! Hang in there peeps, it will come and the payments are getting quicker after the redress email is received, less than 3 working days, I hope you’ll all be as lucky and finally get some closure!

Yeah those of us who got emails last Tuesday were paid by Friday. There really is no reason what it should take longer than 3 days for bacs payments to appear.

If you look at the calculation you were sent, it probably deducted the previous redress you were given from the current one. So if more loans have been upheld this time, you have now been paid at 4.31% fort he extra ones.

I know it’s hard to wait!
I had me email today (just before 1pm)to say the redress was 6.6k. They took some 1.3k off for outstanding loans. (I paid everything and recently challenged Yet they have not acknowledged my complaint)
After the deduction they said my redress was 5.4K and I’ll get back £230 in the next 7 days. Approx

I’ve put in to lending stream and likelyloans on26/05. I’ve received acknowledgment of the complaints and told I’ll hear within 56 days.

I spoke to a lady the other day about the payments and emails etc. I was told that there are going to be emails sent out four times a week, Monday, Tuesday, Thursday and Friday.
I have had my first of two expected emails/payments and hope to receive the other fairly soon.

Thank you for taking the time to update your situation. Like you, I have heard nothing, since July, when I responded to their email and checked on the portal that all my information was up to date and correct. Had received no notification of redress amount…no “portal closing” email. Nada!
1 June emailed and just received standard automated response.
Though I said I would be patient, but had secretly given up hope ‐ your email has prompted me to once again just wait until the end of this month.
